  • Special Forces status Smuggler/Commando/SLs can wear/appear as wearing Imperial Uniforms and Armor for brief periods of time

Other Ideas:

HQ's can evacuate, packing up into a spawned Medium Transport that will then take off. The base owner has to initiate it, can choose his destination on the planet surface or another planet or dock it at a station and redeed the base.
