MeciniaLau's Collected Expansion Ideas

The Corporate Sector Authority by MeciniaLau
Return to Mecinia Index

This expansion only touches on the CSA, there is a lot there, enough probably for another expansion or two. As such I wasn't able to exapand upon everything, but I hope this would give players a feel for the CSA as well as content for everyone.

The Corporate Sector

The Corporate Sector is an outgrowth of the earlier experiments by the Old Republic to allow Corporate control of space. The earlier experiments in the Expansion region had left a sour taste in the mouths of the Senators of the Old Republic thus when the Corporate Sector was settled they took a slightly different approach. This time they deployed a full naval sector group with a two fold mission. First to protect the civil rights and freedoms of those who chose to live and work in the Corporate Sector. Second to insure the responsible management of the systems.

During the rise of the Empire, a consortium of business leaders in the Corporate Sector saw opportunity. Calling themselves the Galactic Corporate Policy League they sought a freer hand in administering the Corporate Sector. Baron Tagge formulated the idea of the Corporate Sector and presented it to his fellows on Aargau. The final draft formulated on Aargau called for the creation of a semiautonomous state where the CSA was in charge of everything, in exchange the Empire received a 3% stipend of the GNP yearly, as well as 9% of all mined minerals, and 20% of all strategically rare minerals for their Military Buildup. In exchange the Empire would leave the CSA to govern the worlds of the Corporate Sector as it saw fit.

Baron Tagge and his associates carried the plan to Coruscant and presented it unto the court of the Emperor shorly after the declaration of the Empire. Court members seemed to scoff and laugh at the idea until the Emperor gave his approval.

Race Changes:

Sullustan: Environmental Immunity to Ash Rain.

New Playable Races:

Lorrdians: As human except they have an additional language that only Lorrdians can understand, Kinetic Communication. They lack the artisan bonus of other humans but gain a bonus to damage versus any slaver…NPC or PC. Lorrdian NPCs will attack any Slaver on sight.

Trianii: A feline race of great ferocity that lives on the borders of the CSA. They have a constant feud with the CSA and its forces. Unlike most species the females are actually superior in height and muscle mass than males. They have prehensile tails and claws. Their sleek fur comes in a wide variety of colorations. They are a deeply religious and independent people. In game terms they have a bonus to movement speed and also to unarmed damage. ( To keep the expansion from getting to big their Homeworld is not presented nor their colonies, though that would be perfect for an expansion)

World Changes: New Worlds:

Aargau: A banking world near the heart of the CSA. Aargau is a fairly pacified world having had all aggressive land creatures eliminated by the CSA long ago. It is also upon Aargau that Baron Tagge and his associates hammered out the CSA Charter inside the Dragonbird Gardens. A monument to the task rest there today. Since that time Aargau has become a major banking world.

POIs: Dragonbird Gardens, Bank of the Core HQ

Etti IV: One of the designated Entry worlds to the CSA this is the first stop to anyone coming into the CSA. The world once a terran world has seen considereable development since the Empire came to power. A major commercial world the planet is devoid of aggressive land creatures. Starports on Etti IV are filled with advertising posters and banners which depict a wide variety of goods and services.

Mytus VII: A place of rocky desolation, airless, its distance from its sun rendering it dim and cheerless. This world would be lost in obscurity were it not for the placement of the Star’s End prison here by the CSA. The facility was destroyed by the pirate Han Solo resulting in the loss of many lives. The ruins are still patrolled by battle droids and state of the art emplaced defenses. This is a no build world.

POI: Ruins of Star’s End

Sullust: Though not a voting partner in the CSA, SoroSuub, the major employer on Sullust is a contributing member of the CSA. Sullust is a volcanic world riddled with lava flow tunnels. It is in these tunnels that the Sullustans evolved. Sullust is a harsh world on the surface of lava flows and falling ash.

POI: Sorosuub Corporation HQ

Space Changes: New Space Sectors

Aargau: As with Etti IV there are some space billboards around Aargau. They are not nearly as numerous as on Etti IV but are located there. There is a heavy presence of CSA IRD fighters in the system, constantly on the lookout for criminals. They scan almost every ship that enters into the system. As with Etti IV space there is a Marauder Corvette at each hyperspace entry point to maintain security.

Etti IV: Space around Etti IV is very commercialized. There are space billboards set up from the most common hyperspace entry points all the way to the planet. These advertise the many goods and services available on Etti IV.

Like Aargau there is a heavy presence of CSA IRD fighters in the system. One can also see a Marauder Corvette at each of the entry points into the system. These scan and sometimes board incoming ships.

Mytus VII: The Space Sector over Mytus VII has an orbital space station moved there by the CSA to help facilitate recovery operations. Anyone wishing to work on Mytus VII legally would be wise to stop at the station and get proper authorization.

Sullust: Sullust is outside the CSA proper, and is patrolled by the Empire. Sullust is a major manufacturer of ships and of weapons. Ships coming in and out are often scanned, with the Empire dealing with Rebels and Criminals.

Ocean Changes: New Ocean Sectors

Aargau: The oceans of Aargau are popular with tourists and visitors as well as business execs. There are frequent tours of the worlds coral reefs. For those more adventurours there is always the wrecked ship or other item to explore and salvage.

Etti IV: Etti IV with its large amount of traffic has somewhat polluted oceans, with pollution areas covering around 20% of the worlds Deep Oceans. It is also the sight of accidents often when ships crash into the waters. Currently there is a site of a Action V Corellian Transport that crashed and sank being cleaned. Prospective salvage crew can apply in the port cities for a license.

Environmental Hazards: New

Ash Rain: The Ash rain on Sullust can kill those unprotected from it. The hot ash burns into the skin of those exposed to it. Amphibious creatures take damage at a greater rate than others. ( Amphibious would be Mon Calamari, Quarren, , Gungan, etc )

Note that Sullust would also have Lava hazards similar to what Mustafar now has.

Professions:

Note that new profession content should be provided through involved quests that can be done with that professions skillset. They can require cooperation with others of the same skill set but generally should not require a different skill set in order to obtain.

Combat Quests/Mission: Sullust and Mytus VII is where you’ll want to go.

Architect: At least 5 new pieces of furniture. New house styles for the CSA as well ( small, medium, large....can be placed on CSA worlds like Etti IV and Aargau, as well as any future one future supplements might add). Basic Billboard & Space Billboard.

Armorsmith: Espo Armor (Battle), Espo Riot Armor (Assault), Wrokix Deluxe Boarding Armor ( Assault )

Artisan: Ubrikkian Commuter Gravsled ( 2 person vehicle, unarmed ), TaggeCo Cargohopper 102 ( 1 person vehicle that can hold 100 items but has a maintenance cost ).

Snooper Goggles ( When equipped these goggles at nighttime/darkness highlight targets with a target box)

Bounty Hunter: Defaulters on loans are added to terminals. Woe be to he who cheats the CSA Bounty Hunters have to buy a CSA Bounty Hunting License to take defaulter missions. The license should require a monthly fee to be paid to some NPC on Etti IV. Bounty Hunting without a license in the CSA can result in you being put on the terminals…….you have been warned…….Failing to fulfil a Bounty obligation to the CSA can result in you being put on the terminals.

Chef: 2 New foods ( skill based skill enhancement foods ).

Combat Vehicle Engineer: Authority X10 Groundcruiser, ( Repulsorlift 4 ), SecuriTech Espo Walker 101 ( Ground 2 ), Authority SX 20 Airskimmer ( Repulsorlift 3), Authority GX12 Hovervan ( Master), TaggeCo. JX40 Jailspeeder (Master)

Combat Vehicle Pilot: The Combat Vehicle Engineer new vehicles are added to Rebel, Imperial and Neutral Combat Vehicle Pilot. I put in parenthesis above where they would go.

Dancer: 2 new dances.

Droid Engineer: Robo-Valet, Robo-Hack ( A robotic taxi of sorts the Robo Hack can be set up at a location and given patrol points. It will wait for passengers and carry them to and from its points, a fee can be set for the service. Additionally the owner can ride it like a vehicle taking up to 1 passenger with him)

new modules:

Mining Module: Using components made by Architects this module allows a droid to mine at a BER of 1 to 4. It is wise to equip it with item storage compartments or you’ll not get anything.

Image Designer: Add 2 new styles each to Lekku, Hari, Horns, Ridges, etc for each race.

Merchant: Billboards:

Billboards take maintanace just like your vendor, the merchant has to keep it paid up. If he fails to pay a billboard then it decays at a steady rate such that it is removed a week after it runs out of funds, making room for someone else to take up.

Basic Billboard: Advertising I: Allows the player to place a Billboard. The Billboard takes 1 lot and is purchased from a Architect, the player may place the Billboard in any build enabled location, except in a Player City if the mayor has turned off Billboards.
Shuttleport Billboard: Advertising II : Allows the player to rent a Shuttleport Billboard in an NPC city near the shuttleport. If a Mayor has allowed Billboards it will also allow one to have a billboard in a player city.
Starport Billboard: Advertising III: Allows the player to rent a Starport Billboard in an NPC city near the shuttleport.
Space Station Billboard: Advertising IV: Allows the player to rent a billboard on the side of the space station.
Space Lane Billboard: Master Merchant: Allows the player to place a Space Billboard anywheres in the space sector. He must purchase this from a Architect.

Musician: 2 New songs.

Politician: Can enable or disable Billboards. Commerce III ( can’t remember the exact name of this one, it’s the one that lets you place a bank and mission terminals….)

Shipwright: IRD Fighter (Tier 3 fighter), IRD-A Fighter. (Tier 4 Fighter)

Slaver: New slaving opportunities in the CSA, after all CEOs are always looking for low cost productive workers.

Smugglers: Much opportunity to smuggle goods and services within the CSA, however don’t get caught or you’ll be on the terminals…..Smuggler mission terminals on Etti IV, Arrgau and Sullust.

Tailor: Introduce at least 2 new clothes wearable by most species, 2 for each of the special species ( Like Wookiees, Ithorians, Chagrians, etc )

Weaponsmith: BlasTech Nacht-5 Smoke Grenade ( Novice Commando Cert…..creates a smoke cloud 5 m x 5m that lasts 60 seconds, on Ryloth due to high winds only lasts 30 seconds), Espo Sound Pistol ( Novice Commando Cert), Espo Sound Rifle (Master Commando Cert), Disrupter Pistol ( Master Pistoleer Cert), Dart Shooter (Novice Smuggler Cert), Dart Shooter Standard Ammo Pack, Dart Shooter Poison Ammo Pack, Golon Arms FC1 Flechette Launcher ( Commando probably fourth tier box somewheres), BlasTech StarSlasher Blaster Carbine ( Master Carbineer cert), BlasTech Riot Gun ( Master Rifleman Cert ), BlasTech F-Web Heavy Repeating Blaster ( Master Commando…takes crew of 3 )

New Game Mechancis:

Billboards: Somewhat explained above. For NPC cities and PC shuttleports there would be a number of places where a poster/billboard could be placed. The exact number available would be up to the devs. Placing or renting these takes a maintenance fee just like anything else in the game. Failure to pay the fee will result in continuing decay to the point a week later it will be removed from the game if fees are not paid. A Mayor can turn on/off the option to allow Billboards/Posters in his city, this would include placing the basic billboard there and the shuttleport posters. As well as at any player city starports.

Loans: An enterprising person can now borrow money from the Bank of the Core. To do so one must be a citizen in good standing….negative townperson faction is frowned upon heavily, so much so as to make it impossible for you to get a loan. To quality for a loan you must have a house within the CSA or upon a CSA sponsors world ( like Corellia or Sullust). You agree to pay the CSA the principle as well as an interest rate of 20% compounded weekly.

This is the CSA though and they expect the loan to be paid off, in fact they will take 5% of everything you make, from mission terminals, trades, Image Designing, House maintenance pool, factory maintenance pool, etc until such time as you pay off the balance of your loan. Loan amounts cannot exceed 1 million credits. You can choose to default on your loan ( a very bad idea ). To default on the loan you’d just use the command to default /defaultloan. You will be asked if you are sure. The minute you default a warrant for your arrest will be issued. Any property you have in the CSA, not limited to but including, housing, factories, miners, items for auctions, vendors, etc will be seized by the CSA. They will then issue a bounty on your head. CSA personal will refuse to assist you and will attack you on sight, both on the ground and in space.

For those unable to go to the Bank of the Core, Plovo-Two-For-One has set up an enterprising loan business on Etti IV. Just seek him out and he'll hook you up. Yep that's right loans up to 1 million credits. You only expected to pay a 50% closing fee and a 50% finder's fee as well as 20% weekly interest. Go 3 months without paying Plovo and he'll send the bounty hunters, and every month thereafter until you remember to pay him.

License to do ______: Yep you need one of these to do pretty much anything in the CSA. To obtain one you’d visit the appropriate guildhall on Etti IV. These licenses apply to Aargau and Etti IV. The license would give you certain rights, as well as certain obligations. The license themselves are not overly expensive, no more than 50k ( and that’s for like unlimited yield, most are around 10k or so )

Examples:

License to Hunt: These licenses are good for a month. As there are no aggressive creatures on Etti IV or Aargau, the CSA offers these licenses for prospective hunters to curb population. The licenses allow for a certain amount of harvesting or up to a month. They would have a stated limit of 100k of hides, 500k of hides, Unlimited Hides. With the cost of the license being in proportionate to its limit. The CSA requires a donation of 9% of all collected resources, which they take automatically from your harvesting totals for your convenience. Hunting without a license is prohibited and can get you on the terminals. ( It should be noted that the domesticated meat and milk obtainable here is superior to that that can be found elsewhere in the galaxy. ) You cannot access destroy missions without such a license. A mission terminal will only show destroy missions you have the appropriate license to hunt.

License to Mine: These are good for a month or until a limit is reached like the Hunting License. They are issued for a specific world. Each license entitles the owner to place 1 mining facility on said planet. Why buy these you might ask, because Etti IV and Aargau have very high yield spots, more so than other planets. What’s the catch, I guess you’ve realized there is a catch to almost everything in the CSA. The CSA conveniently sends droids out to take there share of your haul, so you need not worry about them not getting paid. They take 9% of most resources, though any resources deemed strategically important they collect 20%. This is the amount the Empire expects them to donate in order for autonomy. (At the same time we are talking about spots of 70% to 100% so could be worth it ). If bought for space mining it would apply to say the Etti IV space sector, but would not apply to Etti IV itself. It should be noted that you cannot place a miner without a license.

License to Maintain a Vendor: Hmm yep pretty self explanatory, they keep 3% of the vendors gross. You can’t place a vendor without a license. For the ease of merchants the CSA automatically renews these monthly by deducting the cost directly from your bank account. Should no funds be in your bank account you would be notified and given 7 days to rectify the problem, then the CSA will seize the vendor and all assets on it if you continue to remain deliquent. You can only place 1 vendor per license bought.

License to Bounty Hunt within the CSA: They take only a small 3% commission from your mission payout for this privilege. However Bounty Hunting within the CSA without it is considered detrimental to your health.

License to Manufacture: This license allows you to maintain 1 factory of the specified type upon the specified world, Etti IV or Aarpau to begin with, and any future worlds of the CSA added later. For the convenience of the manufacturer these licenses are automatically renewed each month. The amount coming from your bank account, should said bank account reach 0 you will be notified in mail that you have 7 days to comply. Failure to comply results in the CSA seizing the factory and its assets.

License to Maintain a Dwelling: Issued by size of the home you can place and by which planet, it entitles you to place a house in the CSA. You can only have 1 of these licenses and they only allow you to place 1 home. Your house maintance is 3% higher than other worlds.

License to Maintain a City: Yep a Politician can buy this license and have their own little city authorized by the CSA. All city buildings etc cost 3% more to maintain than other worlds.

NPC City Vendor Spots: Etti IV has a NPC mall in each major city near the starport. Within these malls a Merchant can place a Vendor provided they obtain the license to maintain a vendor. At that point they can go to the Mall Owner ( a NPC) and request a Vendor slot. With the vendor made they can place the vendor and start work. The Mall Owner does charge a small fee of 3% of the vendor’s gross earnings for the privilege. If a vendor doesn’t sell anything for a month the Mall Owner will send a warning stating that your vendor is not being productive enough, if another week passes without a sale he’ll remove your vendor.

CSA Citizen: If you have a home within the CSA regardless if it is your declared residency you obtain a 10% discount on services ( food, drink and entertainment services) as well as resources and components purchased from a vendor within the CSA.

CSA Visitor: If you do not have a home in the CSA then you can go to the visitors center and purchase Visitor Coupon for 100 credits. Each coupon entitles you to buy one item other than services, resources or components at a 10% discount from vendors within the CSA.

GCW:

Attention Rebels: The CSA likes it autonomy from the Empire and doesn’t want to have it revoked, therefore any Rebels spotted by CSA personel will be attacked.

Sullust enters the planetary control system.
